      The Farm Credit System The Farm Credit System (FCS) was created to provide a permanent, reliable source of credit to U.S. agriculture. Before the Federal Farm Loan Act was enacted in , credit was often unavailable or unaffordable in rural areas. Many lenders avoided farm loans due to the inherent risks of agriculture. (2) The annual renewal fee is currently one-half of one percent (%) of the outstanding principal loan balance as of December renewal fee rate is set annually by Rural Development in a notice published in the Federal Register.
